Dr. Jupaka Madhavi

Dr. Jupaka Madhavi is a distinguished expert in international relations, women safety, empowerment and human rights advocacy with over 21 years of professional experience spanning government, academia, international organisations, and non-profits. She is the Founder and Chairperson of the International Human Rights Observatory (IHRO), an organisation currently engaged in Indo-Africa bilateral cooperation & is under UN accreditation process, with active projects in agriculture, addressing crude oil pollution in high seas, solar energy, agrovoltaics, and technology linkage to artisinal gold miners in Africa.

Jupaka served as a Senior National Consultant to the Ministry of Women and Child Development, Government of India, where she played a pivotal role in designing and implementing national safety schemes for women such as the One Stop Centre Scheme, 181 Women Helplines and setting up the 112 Panic Button System. Her tenure with the World Health Organization (WHO) and UN Women further established her as a global expert in Elimination of Violence Against Women (EVAW) where she was Asia Pacific & India Expert under the RESPECT Framework.

Academically, Jupaka is a former faculty in Geography, Kirorimal College at University of Delhi holds a Ph.D. in International Relations from Jawaharlal Nehru University (JNU), with a focus on addressing trans boundary narco-trafficking across the international land border of India in Golden Triangle & Golden Crescent regions. She also possesses an M.Phil. and M.A. in Geography, and a postgraduate diploma in Geographic Information Systems (GIS), applying this expertise in over 15 GIS-based government projects including projects related to India Elections GIS mapping and Delhi Tourism.

Her recognitions include the Nari Shakti President’s Awards (2017 & 2018) to One Stop Centres, Dr. Ambedkar Award (2023), and international accolades like the Royal Chieftaincy Award from Nigeria. A prolific academic and practitioner, Jupaka has contributed to publications such as the Gender Atlas of India and has represented India at global forums including the 62nd United Nations Commission on the Status of Women.
