Prof. Luis G. Franceschi serves as the Assistant Secretary-General of the Commonwealth of Nations, an intergovernmental organisation representing 56 countries and over 2.7 billion people. In this role, he leads the Commonwealth’s initiatives in political affairs, governance, human rights, judicial reform, and peacebuilding, while also serving as the Conference Secretary for the Commonwealth Heads of Government Meeting (CHOGM).
A distinguished legal scholar, professor, and advocate, Prof. Franceschi was the founding Dean of Strathmore University Law School in Kenya, where he played a transformative role in shaping legal education in East Africa. His expertise is widely recognised, having advised a range of national and international institutions, including the United Nations, World Bank, and various regional courts. He has delivered executive leadership and legal training programs across multiple continents, influencing policy and practice at the highest levels.
His academic contributions span constitutional law, judicial transformation, and the regulation of foreign affairs. He has held visiting scholar positions at both the University of Oxford and the University of California, Berkeley, and was a respected columnist for Kenya’s Daily Nation for several years.
Prof. Franceschi’s achievements have earned him numerous honours, including the title of Chevalier of the Ordre National du Mérite (Gabon), the CB Madan Award (2019), and the Utumishi Bora Award (2018). Beyond academia and diplomacy, he is also known for his adventurous spirit, having summited Mount Kilimanjaro, Mount Kenya, and the Rwenzori Mountains. He currently resides in London, continuing his work in advancing justice, good governance, and global cooperationa.
